MELODY
FENNEL
Melody H. Fennel is a public policy and government relations
consultant. With over fifteen years of public and private
sector experience Ms. Fennel brings significant, first-hand
expertise on critical legislative, regulatory and public policy
matters.
Ms. Fennel served as Assistant Secretary for Congressional
and Intergovernmental Relations at the United States Department
of Housing and Urban Development (HUD), for which she was
nominated by President George W. Bush and confirmed by the
United States Senate. In that capacity she served as principal
advisor to the HUD Secretary on matters involving Federal,
State and local government. As the Administration’s top lobbyist
on housing and urban development policies and programs, she
advocated before Members of Congress and Congressional Committees,
as well as to State and local elected officials and public
interest groups.
Ms. Fennel is an experienced and effective legislative negotiator
and political strategist. Prior to her appointment to the
Executive Branch, Fennel served the United States Senate Banking
Committee for six years as chief housing finance and economic
development policy advisor. Her experience with the passage
of several housing finance laws has provided her extensive
institutional knowledge of the Congress and reflects well
on her ability to negotiate important policy issues in a bipartisan,
bicameral fashion.
In addition to her experience as chief lobbyist for a Cabinet
Department, Fennel has extensive experience as a Capitol Hill
lobbyist on behalf of the private sector. As an industry lobbyist,
she represented the National Association of Home Builders
as legislative director and also advocated before Congress
for the largest national organization representing State housing
finance agencies. In both these positions she developed and
implemented legislative, grassroots and coalition strategies
to promote association and member goals. Ms. Fennel is a graduate
of Vassar College and is on the Board of Directors of Covenant
House Washington.
